Why blacklist is different

Blacklisting is intentionally separated from ordinary governance because it may affect past recognition, future participation, and potential reversal logic.

Ordinary classification can be community-driven.
Blacklist can be community-recommended.
Final blacklist enforcement remains administrative.

Coincarnation is not designed to create a community around a protocol. It is designed to allow the community to participate in shaping the protocol itself.
